Cherry Point Amendments (PLN2016-00012)

The Whatcom County Council approved Resolution 2016-027 initiating amendments to the Cherry Point Urban Growth Area section of the Whatcom County Comprehensive Plan on July 26, 2016.   In accordance with this Resolution, the County will review proposed amendments to Comprehensive Plan Chapter Two – Land Use including provisions relating to environmental protection, water usage, fossil fuel exports, and the number of piers allowed in the Cherry Point area.

Town Hall Meeting / State Environmental Policy Act (SEPA) Hearing

The Whatcom County Planning Commission and Whatcom County Planning & Development Services Department will hold a combined town hall meeting/SEPA public hearing regarding the Council proposal and alternatives, which are available by clicking the links below:

• Proposal – Council Resolution (initiated by Council under Resolution 2016-027)

• Alternative # 1 – Council Member Alternative (proposed by an individual Council Member)

• Alternative # 2 – No Action Alternative (maintain existing Comprehensive Plan)

The purposes of the town hall meeting/SEPA public hearing are to obtain public input and to obtain information relating to environmental impacts of the Cherry Point Amendment proposal and alternatives.

This public meeting will be held Thursday, October 13, 2016 at 6:30 p.m. at the Whatcom County Council Chambers, 311 Grand Avenue, Bellingham.  The public is invited to submit written comments and/or attend the meeting to provide oral comments. Written comments may be submitted to:

State Environmental Policy Act (SEPA)

The County Council Office submitted a SEPA Checklist on 8/12/2016 in accordance with Whatcom County Code 16.08.090, which states “. . . For county proposals, the department initiating the proposal shall complete the environmental checklist for that proposal.”  A threshold determination (determination of non-significance (DNS), mitigated DNS, or determination of significance requiring an EIS) has not yet been issued.  It is anticipated that the responsible official will issue such a determination in October or November, following the SEPA public hearing and consideration of information submitted during the review process. The SEPA file is SEP2016-00091.

Future Planning Commission Meetings

The County Planning Commission will also hold work sessions and a formal public hearing on the Cherry Point Amendments later in the year.  Probable future Planning Commission meeting dates are:
